Walker will be part of the Phillies' 60-man roster.

ROTOWIRE RECOMMENDS: While Walker is a veteran utility player, he's not on the 40-man roster yet and isn't necessarily a lock to break camp. The Phillies have established players at all infield spots, and Josh Harrison and Logan Forsythe are in the mix as well for similar roles, with Phil Gosselin and Ronald Torreyes waiting in the wings. Walker did improve his OPS significantly to .738 last season, but he saw low counting stats with the Marlins, and his defense graded out poorly.

This year, a lot of the top 50 FAs got cleared off the board pretty early.  That said - there are still some players who will get paid - I'm thinking Brian Dozier, Brad Miller, Addison Russell, Domingo Santana, Pillar, Jarrod Dyson, Castellanos, Maybin, Puig, Pence, Cashner, Vargas, Aaron Sanchez, Sam Dyson, Kintzler, Jeffress, Hirano, and McHugh are unlikely to be NRIs.

But this illustrates what I talked about below - it's a numbers game as to how many 25-man and 40-man roster slots there are - and teams are a lot more savvy about deciding how to fill them than they were in the past.
