I am left wondering, after this severe sentence, whether there are suddenly a lot of ballplayers on teams as yet unknown who have tremendous leverage on their GMs come next contract talks...

Here's how Manfred answers the question of what should be done with Beltran and anyone else on the roster at the time:

Assessing discipline of players for this type of conduct is both difficult and impractical. It is difficult because virtually all of the Astros’ players had some involvement or knowledge of the
scheme, and I am not in a position based on the investigative record to determine with any
degree of certainty every player who should be held accountable, or their relative degree
of culpability. It is impractical given the large number of players involved, and the fact
that many of those players now play for other Clubs.
 

But I see Beltran going down, too, eventually. Alex Cora's a goner for sure.

What about this from Manfred?

Some lower-level Astros employees were aware of the rules violations or
participated in the violations at the direction of others. I will defer to the Astros whether
the conduct of these more junior employees merits discipline or other remedial action.

That would be a nice little kick in the butt for Mike Fiers, who would forfeit the $8.1 million Oakland owes him for 2020.

And does that mean Carlos Beltran can't manage the Mets this year?

Suspended for a year and subsequently fired for his role in the sign stealing episode along with the GM.  Astros lose 1st and 2nd round picks in 2020 and 21.  $5M penalty, but that's just PR.  

Alex Cora was implicated. We'll see if he gets a year for Houston as well as a year for Boston as things progress.
